“Who Can Help” Application is a platform that works on smartphones in order to provide help to people who are unable to meet their service or purchase needs due to quarantine or the imposed curfew. Through this application, the user can ask for help and explain the nature of the help needed. In return, volunteers within the same area can check these needs and communicate with the people filing them to offer their help and secure the needed items. The application can also add requests for those who are unable to use smartphones through other users who might be outside their geographical zones, so that these requests can be shown within the geographical location of the people needing help.
